Job description:
Role: Interoperability Architect (FHIR / HL7 V2/V3)
Role Overview:
Client is seeking a Interoperability Architect (contractor) to lead the design and solutioning of a next-generation Interoperability Reference Architecture The architect will play a pivotal role in ensuring compliance with evolving CMS interoperability mandates such as 9115-F and 0057-P, while laying the foundation for FHIR-based data exchange across payer and provider ecosystems.
Key Responsibilities:
- Lead the solution architecture for a comprehensive Interoperability Gold Architecture, supporting payer interoperability, clinical data integration, and regulatory alignment.
- Provide architectural oversight on all interoperability components involving:
- HL7 standards (V2.x, V3, CDA)
- FHIR APIs (R4, US Core, CARIN BB, Da Vinci Implementation Guides)
- CMS compliance with Patient Access, Payer-to-Payer Exchange, and Prior Authorization APIs
- Design and document end-to-end data exchange frameworks including:
- Clinical and claims data ingestion and transformation
- Terminology mapping (e.g., SNOMED, LOINC, RxNorm)
- Consent and identity management
- FHIR server implementation and validation
- Guide teams in selecting and implementing tools/platforms (e.g., HAPI FHIR, Smile CDR, Mirth Connect, InterSystems, Health Gorilla, Redox).
- Collaborate with client teams, product owners, and delivery leaders to define architecture artifacts, integration blueprints, and reusable frameworks.
- Map interoperability requirements to CMS 9115-F, 0057-P, and ONC standards including attestations, documentation, and compliance strategies.
Required Skills & Experience:
- 10+ years of experience in healthcare data integration and IT architecture
- 5+ years of hands-on experience with interoperability standards:
- HL7 V2.x, V3, CDA, CCD
- FHIR (R4, STU3), SMART on FHIR, OAuth2, OpenID Connect
- Deep knowledge of CMS interoperability rules, including:
- 9115-F (Patient Access, Provider Directory, Payer-to-Payer)
- 0057-P (Prior Authorization APIs, CRD, DTR, PAS)
- Experience with:
- FHIR data modelling and profiling (US Core, CARIN BB, Da Vinci)
- Cloud-native architecture on Azure+ Databricks (preferred)
- API gateway, OAuth/Consent frameworks, and FHIR resource security
- Familiarity with value-based care models, quality measures, and payer-provider collaboration workflows
- Strong communication and documentation skills — ability to create architecture blueprints, data flow diagrams, and governance models
Preferred Qualifications:
- HL7 / FHIR certification or equivalent credentials
- Familiarity with IHE standards and USCDI / TEFCA frameworks
- Experience working with Blue plans, large national payers, or health information networks (HINs)
- Prior consulting or contractor experience within complex payer IT transformation programs
